The cover of this mini-series proudly proclaims, “The World Needs Heroes” and so this title proceeds from much more optimistic roots than many groups who band together as a method of coping with their differences.
Fleeing the tyranny of Dharma and the unpalatable scenario that the Shadow Cabinet had become, heroines Donner, Blitzen, and Iota strike out on their own to form a group that seeks to be open and available. Coming to the aid of a flood-stricken town in the first issue, the group gains public recognition that was suppressed in the Shadow Cabinet. As a result of this attention, Static, Starlight, and Payback request membership in Milestone’s version of the Justice League. However, being accessible has its disadvantages when the remaining members of the Shadow Cabinet arrive to bring back their former associates…or kill them.
