Credit for Plotting Comic Book Stories

When someone is credited in a comic book with "Plot," should the be part of the Writer entry?
One example is Spawn 221. Todd McFarlane is credited as Writer/Plot, and further down the page Jon Goff's credit is "Plot."

Yes, plotting is a part of the writing process, so those people should be listed under "writer".
